🇵🇾Import Korean Cosmetics to Paraguay
Registration, duties and freight — what a distributor needs to bring K-beauty into Paraguay, with vetted Korean suppliers at 0% commission and one logistics partner from supplier to shelf.
Why Paraguay
Paraguay is small but strategically placed: the lowest VAT in the region at 10%, a Mercosur member, and Ciudad del Este acting as a re-export hub toward Brazil and Argentina. It is landlocked, so the logistics — not the paperwork — decide whether a K-beauty launch here works.
Product registration in Paraguay
Local importer with RUC
The bill of lading consignee must be a Paraguayan entity with an active RUC and importer registration, working with a licensed customs broker (despachante de aduanas). A foreign consignee is rejected, so cargo moves DAP with clearance in the importer’s name.
DINAVISA notification or registration
Personal hygiene products, cosmetics and perfumes are classified by grade. Lower-risk Grade 1 items are cleared through a mandatory sanitary notification, while Grade 2 products go through a fuller sanitary registration; both require GMP evidence and safety documentation, and the assigned number belongs on the label.
Spanish labelling to Mercosur rules
Labelling follows Mercosur technical regulations in Spanish — product name, ingredients, lot, expiry, importer data and the sanitary number. Ingredient restrictions track EU and Mercosur lists, so a formula cleared for Europe is usually a safe starting point.
Typical lead time: Grade 1 notifications are the fast track; Grade 2 registrations take longer and depend on the completeness of the GMP and safety dossier. Start the filing while the first shipment is still being planned — the 8-week ocean leg gives you room.
Duties & taxes
Korea has no FTA with Paraguay or Mercosur, so the Mercosur common external tariff applies to cosmetics. Paraguay also keeps national exception lists, so the rate for your tariff code should be confirmed before you price the first order.
Paraguay’s IVA is 10% — the lowest of the major Latin American markets — charged at import on customs value plus duty.

Frequently asked questions
Do I need product registration to import Korean cosmetics to Paraguay?
Yes. Cosmetics need a DINAVISA sanitary notification or registration held locally, with Spanish Mercosur labelling. Paraguay is landlocked, so cargo transships at Montevideo and moves up the Paraná–Paraguay rivers to Asunción — budget around eight weeks and avoid committing to tight dates in the low-water season. TY ships DAP and your importer clears with our documents.
How long does shipping from Korea to Paraguay take?
LCL from Busan to ASUNCION (VIA MONTEVIDEO) takes about 57 days port-to-port. Add customs clearance and inland delivery for the full door-to-door timeline. We consolidate weekly, so small first orders move fast.
What does DAP shipping mean for my order?
DAP (Delivered at Place) means TY delivers to the agreed place in Paraguay — pickup in Korea, export clearance, ocean or air freight and final delivery are all on us. Import clearance, duty and taxes are settled by the importer of record, because only a locally registered importer may clear customs there. We prepare the clearance documents and quote our side in full up front, so the only open variable is the duty your HS code attracts.
