Brazilian importer with RADAR
Only a Brazilian company licensed in RADAR can access Siscomex, file the import declaration and pay the taxes. A foreign exporter cannot clear cargo in Brazil — this is why shipments move DAP, not DDP.
ANVISA notification or registration
Cosmetics are split into Grade 1 (lower risk — notification) and Grade 2 (higher risk, e.g. sunscreen, anti-acne, children’s products — full registration with safety and stability data). Filing is done by the local holder through ANVISA’s system, with a Korean Certificate of Free Sale.
Portuguese labelling + import licence
Labels must be in Portuguese (product name, ingredients in INCI, lot, validity, importer and ANVISA number). Cosmetic shipments clear through ANVISA’s sanitary control on the Portal Único Siscomex, so the import licence is released before customs, not after.
Typical lead time: Grade 1 notifications can be effective quickly once the dossier is accepted; Grade 2 registrations commonly take several months, and sunscreens are the slowest. Plan the regulatory track before booking the first container.
Duties & taxes
Korea has no FTA with Brazil or Mercosur, so the Mercosur common external tariff applies. Brazilian import tax is layered — import duty (II), IPI, PIS/COFINS-Importação and state ICMS — so the effective landed cost is well above the headline duty rate. Confirm the rate for your NCM code before pricing.
There is no single VAT: PIS/COFINS-Importação is federal and ICMS is charged by the destination state at rates that differ from state to state. São Paulo and Santa Catarina are the usual entry points and their treatment is not identical.
